            On 11/03/2010 at approximately 0230 hours, officers from the Johnson City Police Department arrested Gerald W. Poe, 57 yoa, of 503 W. Watauga Avenue, Johnson City.  Mr. Poe was arrested after officers responded to an attempted burglary call in the same apartment complex where Mr. Poe resides.  Mr. Poe was arrested for Attempted Aggravated Burglary and was transported to the Washington County Detention Center where he is being held on a $20,000 bond.  He is set to appear in Washington County General Sessions Court on November 4, 2010.

     On 11-05-10, Officers of the Johnson City Police Department arrested a male subject identified as Juan Pier Shank (05-30-1956), 209 W. Fairview Ave. apt. #5 Johnson City, TN on a charge of Filing a False Police Report.  The arrest is a result of an investigation into an alleged stabbing that occurred at 209 W. Fairview Ave on 10-23-10 where Shank reported he was stabbed by another man.  Shank was issued a citation for the offense at his residence and released.  He has a court date in Washington County General Sessions Court on 12-14-10 @ 1:30pm.

     On November 04, 2010 officers of the Johnson City Police Department arrested Christopher Clear, 25 yr old w/m, 102 Meadowview Farms Dr., Jonesborough, TN.  Mr. Clear was charged with 25 counts of Forgery under $500.00 and Identity Theft.  The charges were the result of an investigation in which personal checks were stolen, forged, and passed at a local financial institution.  Mr. Clear is currently being held in the Washington County Detention Center in lieu of a $35,000 bond.  He is scheduled to appear in Washington County General Sessions Court on November 5, 2010.

Chief John Lowry is pleased to announce the promotion of Lieutenant Brian Rice to the rank of Captain, effective October 29, 2010.  The promotion follows a thorough process of selection that involved job-specific written exercises, an assessment/interview, and a review of the candidate’s education and work history.  This promotion follows the recent retirement of Captain J.D. Toth after 33 years of service with the Johnson City Police Department.

 

“A guiding principle in the Police Department is succession planning”, said Chief Lowry. “We encourage our officers, at whatever rank, to expand their horizons and build upon their knowledge, skills, and abilities, and we provide many of those opportunities. The result is excellent police service for the City, and a pool of highly qualified candidates when the promotional process becomes necessary.”

 

Captain Rice has been employed by the Police Department since 1995, and also has five years of prior law enforcement experience. Captain Rice has served the Police Department in a number of capacities: public safety officer, field training officer, investigator, and a member of the Department’s SWAT team. In addition, Captain Rice is the officer-in-charge of the Department’s Explosive Ordnance Disposal Unit (Bomb Squad), and graduated from the Hazardous Devices School at Redstone Arsenal, Huntsville, Alabama.

 

Captain Rice is a graduate of both the Southeast Command and Leadership Academy (UT-Chattanooga) and the Federal Bureau of Investigation National Academy in Quantico, Virginia. Captain Rice was honored as the Police Department Outstanding Team Member for the City of Johnson City. He serves on the Governor’s Homeland Security Support Element and as a member of the FBI Joint Terrorism Task Force. He has most recently served as an assistant platoon watch commander in the Operations Division. Captain Rice will remain in the Operations Division and will serve as Watch Commander.

     On November 02, 2010, officers of the Johnson City Police Department arrested Britney Danyel Richardson, 20 yr old w/f, 2475 Mint Hill Rd, JC.  The arrest came after 911 received a call about a female possibly breaking into vehicles.  A Johnson City patrol officer observed the described suspect vehicle travelling north on S. Roan St. and initiated a traffic stop.  The vehicle was being operated by Britney Richardson, who gave false information about her identity.  She then speed off in the vehicle, later confirmed stolen, in an attempt to flee from officers.  Ms. Richardson was apprehended after a brief foot pursuit and several items of stolen property were recovered in the vehicle.  The investigation revealed that the items had been stolen from several vehicles.  Ms. Richardson was ultimately charged with Auto Theft, Identity Theft, Evading Arrest, Aggravated Assault on a Police Officer, 9 counts of Auto Burglary, 4 counts of Theft of Property under $500.00, and Driving on a Suspended License.  She was transported to the Washington County Detention Center where she is currently being held.  She is scheduled to appear for arraignment in Washington County General Sessions Court on Wednesday, November 3, 2010.

      On November 1, 2010, officers of the Johnson City Police Department responded to the

 

ETSU area to investigate a complaint of a possible robbery. Upon arriving, three victims

 

advised that while they were in the parking lot of McDonald’s Restaurant located at 826 W.

 

Walnut Street, they were approached by two white males with a gun. The males demanded

 

money at gunpoint from one of the male victim’s while threatening the other male and female

 

victim with the gun. After assistance from the East Tennessee State Campus Police, the suspect’s

 

vehicle was stopped a short distance from the scene and two males were arrested.

 

      Arrested was a Michael Charles Miller, w/m, 4/14/90 of 819 Pardee Street, Johnson City,

 

Tennessee and a Jeffery Lee Miller, w/m, 1/29/92 of 119 Fitzsimmons Hill Road, Lot # 11,

 

Elizabethton, Tennessee. Both Michael and Jeffery Miller were each charged with one count of

 

Aggravated Robbery and two counts of Aggravated Assault and booked into the Washington

 

County Detention Center. Both subjects are being held in lieu of an $80,000.00 bond. An

 

arraignment is scheduled for Wednesday, November 3, 2010 in the General Sessions Court of

 

Washington County, Tennessee at 9:00 a.m.

On Monday, November 1, 2010 officers of the Johnson City Police Department arrested Johnny Ray Tipton, w/m, DOB: 03-02-78, of 402 S. North St. Johnson City, TN and charged him with one count of Theft of Property over $1,000.00.  The arrest is the result of an investigation into a report filed by the victim who stated that Mr. Tipton had rented property and failed to pay for or return the property.  Mr. Tipton is currently being held in the Washington County Detention Center on a $10,000.00 bond and is scheduled to appear in Washington County General Sessions Court on November 3, 2010 at 1:30pm.

            On Oct. 31, 2010 at approximately 1:15 AM, there was a two vehicle crash on Bristol Hwy. at Shannon Ln. which resulted in an Elizabethton, TN. man being seriously injured.  Clifford Carrier, of 158 Carrier Asher Ln., Elizabethton, TN. was a passenger in a Toyota 4-Runner which was being operated by  EXPUNGED RECORD.   EXPUNGED RECORD  was driving north on Bristol Hwy. in excess of the 45 mph posted speed limit, was driving in the center left turn lane and the head lights were not activated. Another north bound vehicle being driven by Chelsea R. Hayden of 34249 Lee Hwy., Glade Springs, VA., began to merge into the left center turn lane and struck the right rear passenger’s side of the  EXPUNGED RECORD vehicle.
            After the initial contact, the  EXPUNGED RECORD vehicle rotated violently and flipped over several times.  Mr. Carrier was not wearing his seat restraint system and was ejected from the vehicle. Carrier was transported to JCMCH where he was admitted to the ICU in critical condition.   EXPUNGED RECORD fled the scene on foot and was not located until later the same date after he called 9-1-1 wanting to turn himself in to law enforcement.
            At approximately 4:15 PM this date,  EXPUNGED RECORD came to the police department and was taken into custody.   EXPUNGED RECORD is charged with Aggravated Assault, Felony Reckless Endangerment and Leaving the Scene of an Accident Involving Death or Injury.  EXPUNGED RECORD is being held in the Washington County Detention Center under a $16,000 bond and is scheduled to appear in General Sessions Court on Thursday, November 4th at 1;30 pm.

On 10-30-10 at approximately 0700am, officers of the Johnson City Police Department arrested Javier Leyva-Perez, h/m DOB 06/09/77, 807 Wilson Avenue, on the charge of Aggravated Assault (Domestic).  The arrest came as the result of an investigation into a stabbing called in from a resident at 807 Wilson Ave at approximately 3:00am.  Upon officers’ arrival, a roommate of Leyva-Perez’s was found to have cuts and puncture wounds on his back and shoulder.  Witnesses at the resident advised that Leyva-Perez and another of his roommates had been drinking and became involved in an early morning altercation during which Leyva-Perez assaulted the roommate with a knife.  Leyva-Perez was arrested and transported to Washington County Detention Center where he was held under a $20,000.00 bond.  He is scheduled to appear in Washington County General Sessions Court for arraignment on 11-01-10.
