On 01/22/2012, officers of the Johnson City Police Department responded to 605 Carter Sells Road #205, in reference to the theft of a motor vehicle. Upon arrival, officers made contact with the owner of the stolen vehicle, Katie D. Arnett (W/F, 06/28/1990) of 100 Highland Avenue, Erwin, Tennessee, and her friend, Rusty J. Webb (W/M, 05/08/1986) of 605 Carter Sells Road #205, Johnson City, who stated that Arnett’s vehicle was taken from the lawn sometime during the night. Arnett was not aware that the police located her vehicle earlier in the day at the intersection of Rolling Hills Drive and Buffalo Road where it had been crashed. Upon talking to Arnett and Webb, it was found that they attempted to cover for Arnett’s involvement in the crash by reporting her vehicle stolen. On 01/26/2012, Arnett and Webb were arrested for filing a false report. Both are scheduled to appear in Washington County’s General Sessions Court on 02/23/2012 at 1:30 p.m.
