     On February 23, 2013 officers of the Johnson City Police Department arrested Brandi Sparks, 34 yr old female, 802 Meadowview Dr., Erwin, TN.  Ms. Sparks was charged with Shoplifting over $500 after employees at Kmart, 3019 Peoples St., JC, observed her take merchandise without paying for it.  Ms. Sparks is currently being held in the Washington County Detention Center in lieu of a $5,000 bond.  A preliminary hearing is scheduled for February 25, 2013, in Washington County General Sessions Court.
