Chattanooga police captain dies

A 28-year veteran of the Chattanooga Police Department died suddenly Wednesday night while off duty.

Capt. Jeffrey Lee Francis, 54, worked in many assignments during his tenure at the department. He was a member of the Tennessee Association of Chiefs of Police and president of the Tennessee Chapter of the FBI National Academy Associates, according to a post on the department’s Facebook page.

“Capt. Jeff Francis will be sorely missed by the law enforcement community. Please keep the Francis family in your prayers,” police Chief Bobby Dodd wrote in the post.

Francis received his BRE in Missions from Tennessee Temple University and his master’s in Outdoor Education from Southern Adventist University. He has served as dean of men at Tennessee Temple University and as an adjunct professor at both Tennessee Temple and Southern Adventist University. He served as chief of security at Tennessee Temple Schools for more than 15 years.

Francis was also vice president and chaplain of the Hamilton County Rescue Services and has served with law enforcement in many capacities including lieutenant of scuba team, homicide investigator/detective, undercover officer, property crimes investigator, DUI Traffic Division investigator and instructor of training.

Francis also helped establish the Gang Investigation Unit and served as its lieutenant. He also worked as a special operation/projects captain and oversaw patrol.

He developed and secured funds for the department’s BADGE program for at-risk youth in Chattanooga.

Jeff was awarded “Officer of the Year” for the CPD in 1989 and “Manager of the Year” for CPD in 2012 and the Family and Children’s Services awarded his family “Family of the Year” in 2001.

The family will receive friends Friday from 4 to 8 p.m. at Heritage Funeral Home, 7454 East Brainerd Road. The funeral will be at 2:30 p.m. Saturday at Highland Baptist Church, 1907 Bailey Ave.

Francis will be buried at Hamilton Memorial Gardens on Highway 153.

On 02-21-13 officers of the Johnson City Police Department arrested Brandon Hopson, 26 years old, 2125 Hickory Springs Rd. Johnson City, TN., for burglary and theft of property over $10,000.00.  The arrest is the result of an investigation into a reported burglary at a business, North East Tennessee Real Estate, 2726 E. Oakland Ave., Johnson City, TN.  Entry was forced into the business and multiple items of property were stolen that totaled over $10,000.00.  A suspect was identified as being Brandon Hopson, who later admitted his involvement in the incident.  Hopson is currently being held in the Washington County Detention Center on a $10,000.00 bond.  A preliminary court date has been set in General Sessions Court in Jonesborough, TN on 02-25-13 at 9:00a.m.

On Thursday, 02-21-13, officers of the Johnson City Police Department charged Expunged Record, with Theft/Embezzlement over $1,000.00  The arrest came as the result of an investigation into cash payments that went missing from NAPA Auto Parts dating back to October of 2012.  Expunged Record, who was employed by NAPA during this time, was developed as a suspect, and was later terminated for unrelated circumstances.  It was discovered that cash payments meant for the business were being kept by Expunged Record. More than $2000.00 that was due the business was allegedly kept by Expunged Record.  Expunged Record is currently being held in Washington County Detention Center under a $10,000 bond on the charge.   He is scheduled for arraignment in Washington County General Sessions Court on Monday, 02-25-13, at 9:00am.

     On Wednesday, 02/20/13, officers of the Johnson City Police Department arrested a female subject identified Vanessa Dawn Eggers (36), 815 Dyer St., Johnson City and charged her with one count of Forgery, one count of Theft of Property over $1,000.00, and one count of Theft of Property under $500.00.  The arrest is a result of an investigation into a stolen check that was cashed at Regions Bank on Watauga Ave., Johnson City on 01/14/13. Eggers was arrested in connection with the stolen check and was transported to the Washington County Detention Center having a court date in Washington County General Sessions Court on Thursday, 02/21/13, at 9:00am. Eggers bond was set at $12,000.

Vansant, VA was located at 100 Carter Sells Rd. where he was taken in to custody then transported to the Washington County Detention Center where he was charged with being a fugitive from justice.  His bond was set at $20,000 and a hold was placed on him by Buchanan County Sheriff’s Dept. for extradition.  His preliminary hearing is scheduled for 02-21-13 at 1:30 pm.

       On February 20, 2013, officers of the Johnson City Police Department arrested Jamie Lynn Hicks, d.o.b. 2/14/81, of 2357 Lakewood Drive, Johnson City, Tennessee.  Ms. Hicks was charged with Forgery (6cts), Identity Theft and Theft of Property over $1,000.00.

 

      The arrest was the result of an investigation where checks were stolen from a residence and passed at Bank of America, 2105 North Roan Street, Johnson City, and Peoples Bank, 300 Sunset Drive.  On January 3, 2013, checks were passed at the banks and made payable to Jamie Hicks.  Ms. Hicks was developed and identified as a suspect during the investigation which led to her arrest.

 

     Ms. Hicks is currently being held in the Washington County Detention Center, in lieu of a $32,000.00 bond.  She is scheduled to appear in the Washington County General Sessions Court on February 21, 2013, at 1:30 p.m. for a scheduled arraignment.

On Monday February 18th, 2013 at approximately 2:18 pm, officers of the Johnson City Police Department were dispatched to a shoplifter at Wal-Mart, 3111 Browns Mill Rd. The defendant selected eighty-five items and put them in a shopping cart. Shortly after, the defendant walked out with the shopping cart without paying for any of the items. Defendant was stopped by a Wal-Mart loss prevention officer before police arrived. A total of 85 items were recovered with a value of $678. Tyler N Edwards, D.O.B. 06/03/1992, of 340 Coal Chute Rd, Elizabethton, TN 37643 was arrested for felony shoplifting. He was transported to the Washington County Detention Center and will be held on a $5,000 bond. A hearing was set for 02/19/2013 at 1:30 pm.

      On 02/18/13, Investigators with the Johnson City Police Department arrested Kimberly Whaley, W/F, DOB 06/16/13 of 120 Reeser Rd. #46, Johnson City, TN on charges of Identity Theft, Trespassing and Theft under $500.  The arrest stems from an investigation of shoplifting that occurred at Wal-Mart, 2915 W Market St.  The suspect returned a stolen jacket and used a stolen identification to complete the return.  She was being held in the Washington Co.        On February 19, 2013, officers of the Johnson City Police Department arrested Daniel Lane, 1219 Tanglewood Drive, Greeneville, Tennessee.  Mr. Lane was charged with Fraudulent use of Debit Card (13cts) and Theft of Property over $1,000.00.

 

      The arrest was the result of an investigation where a Capital Bank, debit card was stolen in Greeneville, Tennessee on January 19, 2013.  The debit card was used at several locations in the Johnson City area.  The card was used at Wal-Mart, 2915 West Market Street, and surveillance video was obtained from the transaction.  Mr. Lane was identified making the transactions with the stolen debit card.

 

     Mr. Lane is currently being held in the Washington County Detention Center, in lieu of a $23,000.00 bond.  He is scheduled to appear in the Washington County General Sessions Court on February 20, 2013 at 1:30 p.m. for a scheduled arraignment.

On Friday, 02-19-13, officers of the Johnson City Police Department charged Anthony Phillips (29), General Delivery, Johnson City, in connection with a 2011 murder investigation.  In the related case, Gary Couch was found underneath I-26 on Quarry Rd. shot to death.  Phillips is the fourth defendant to have been charged in the case.  Justin Stratton, Ginger Holtsclaw, and Ashley Harold all have been charged prior to Phillips.  Phillips had an appearance in Washington County Criminal Court on unrelated charges and was served with a presentment charging him with felony First Degree Murder.  Phillips is currently being held in Washington County Detention Center under a $100,000 bond on the charge.

      On Tuesday, 02-19-13, officers of the Johnson City Police Department arrested Norma Jean Poff (23), 305 Royal Circle, Apt 53, Johnson City and charged her with two (2) counts of False Report. The arrested came after an investigation was initiated into two (2) separate reports filed by Poff indicating she was the victim of Aggravated Assault (domestic). Reports taken on Wednesday, 02-13-13, and again on Thursday, 02-14-13, indicated that her boyfriend choked her during a heated argument. Poff came to the Johnson City Police Department after learning that police were involved in a pursuit late last week involving her boyfriend where other charges are pending. Poff is being held in the Washington County Detention Center under a $10,000.00 dollar bond and is scheduled to appear in Washington County General Sessions Court on Wednesday, 02-20-13, at 9:00am.

     On Tuesday, 02-19-13, officers of the Johnson City Police Department arrested a male subject identified Ryan Michael Stilles (22), General Delivery, Johnson City, and charged him with one count of Arson.  The arrest is a result of an investigation into a report of a car fire in the Keystone area of Johnson City in the early morning hours on this date.  Stilles was arrested a short time later in connection to the fire and charged with the Arson.  Stilles was transported to the Washington County Detention Center and will have a court date in Washington County General Sessions Court on Wednesday, 02-20-13, at 9:00am.  His bond was set at $20,000.

     On February 18, 2013, at approximately 8:04 p.m., officers of the Johnson City Police Department responded to a report of a Robbery at a Johnson City business. Officers responded to the Little Caesars Pizza located at 2708 N. Roan Street, Johnson City, Tennessee. A preliminary investigation revealed that a lone black male entered the store, brandished a firearm and demanded money from the safe and cash registers from the employees. After obtaining the money, the suspect fled the store where he got into a red 4 door car with a spoiler and exited the parking lot traveling north on N. Roan Street with an undetermined amount of cash.

     During the morning hours of the 19th, Unicoi County deputies arrested Martell Jones, 26 YOA, of 3818 Dorris Street, Chattanooga, Tennessee and Ledarius Owens, 27 YOA, of 4005 Highland Avenue Chattanooga, Tennessee, after they were pursued into Unicoi County by Madison County, North Carolina officers. Evidence located in the vehicle connected the two subjects to the February 18th robbery at Little Caesar’s. Warrants were obtained for both subjects for Aggravated Robbery by Johnson City officers.  A hold was placed on Jones and Owens, who are currently in the Unicoi County jail where they are awaiting charges in both Unicoi County and Madison County, North Carolina.

      On February 18, 2013, at approximately 8:04 p.m., officers of the Johnson City Police Department responded to a report of a Robbery at a Johnson City business. On 02/18/13 at approximately 1:30 pm, Officers of the Johnson City Police Department arrested Julia L. Wilson, (DOB 01/24/1990 of 153 Cagle Rd, Bluff City, TN 37618) after Belk Loss Prevention employees conducted an investigation into embezzlement by a Belk employee.  Wilson admitted to using Belk merchandise to make false returns and placing the return amounts onto gift cards which she used over the past four months.  According to Wilson’s statement, she embezzled over $6,700.  She was charged with Theft of Property Over $1,000.  Wilson is currently being held in the Washington County Detention Center under a $10,000 Bond.  She is scheduled to appear in Washington County General Sessions Court on 02/19/13 at 1:30 pm.

On Friday, 02/18/13, officers of the Johnson City Police Department arrested a Virginia woman on False Report charges. Jenny Wren Wright (19), 2608 Clark House Farm Rd., Stuart, VA., was arrested after she reported to police that she had been sexually assaulted in Johnson City on Sunday, 02/17/13. Wright claimed a male subject she had recently met wanted to have intercourse with her and she refused. Ms. Wright stated the male then struck her in the face with his hand. Wright had no marks on her face consistent with her allegations. Wright made other statements that failed to validate her claims. Wright was booked into the Washington County Detention Center on False Report charges and is being held on a $5,000 bond. Arraignment is set for Tuesday, 02/19/13, in Washington County General Sessions Court at 9:00 am.
